The program is directed to City-makers (Stadtmacher) - those intermediary actors at the interfaces of a urban society, take make sure the urban community and city development work out. They have to mediate, for example, between migrants' milieus and the administrative apparatus, between the commercial sector and citizens' groups, between joint building ventures and planning offices. Therefore, they need to bring together diverse mindsets, people and organisations. The ability to translate and mediate is essential and a core competency of City-makers.

The goal of the StadtMacherAkademie is to offer trainings and classes for public human resources development and to establish this in municipalities.
