Public Escalation (Modes 7-10)

8. Initiate Formal Processes: Bring the matter to public assemblies, such as citizen meetings.
9. Prepare Political Decisions: Escalate the issue to decision-making bodies, such as city councils or parliaments.
10. Collective Resolution: Present the issue to a court or a political process for a final decision.
