The House Parliaments are a format of citizen consultation: citizens advise their politicians, and politicians justify their decisions to their citizens. The approach was devised by Dr. Fuhrmann and further developed in collaboration with European House Parliaments . Pulse of Europe launched the first round of House Parliaments on European topics in 2018. Now, the second round has been completed.
From March 1st to April 14th, 2019, nationwide, 1,500 citizens discussed current European policy topics in 260 privately organized House Parliaments under the motto "A Europe that protects." The focus was on unemployment funds, CO2 tax, and border protection.
A large majority of the House Parliaments advocated for the introduction of an unemployment fund and a CO2 tax at the EU level. With 68% and 79%, respectively, the parliamentarians made it very clear that they wish for closer union on these issues. More than half of the participants even felt that the proposal for a CO2 tax did not go far enough. The debate on strengthening the border protection agency FRONTEX was significantly more controversial. With 131 affirmative votes, a very narrow majority of the 260 House Parliaments supported the proposal.
